About LION
The mission of the Land Information Officers Network is to provide a forum for communication and knowledge sharing geared toward making county LIOs more successful in implementing the Wisconsin Land Information Program.
Preamble
Each of the 72 counties in Wisconsin has an appointed representative to conduct the business of the Wisconsin Land Information Program (WLIP) for their county. The appointed representatives have formed a network to best serve the taxpayers of Wisconsin and to promote the WLIP philosophy of sharing information resources.
The network shall be named The Land Information Officer’s Network and is also known as LION.
The LION is hereby established to:
- Educate each other and share innovation.
- Enter into cooperative agreements to take advantage of large-scale savings.
- Promote communication between counties, local governments, state, and federal agencies.
- Be a resource for the Wisconsin Land Information Program.
- Aid in the advancement of Wisconsin Land Records Modernization.
Membership
Membership consists of the Land Information Officer (LIO) from each county and, if designated, their alternate.
Voting
Each county is entitled to one vote by the LIO or the designated alternate. Absentee ballots will be accepted prior to a vote via email from the LIO or the designated alternate.
Board of Directors
The network shall be directed by a Board of Directors
The Board shall be comprised of the Chair, Chair-Elect, immediate Past-Chair, Secretary, and two at-large LIOs.
Elections: The Chair-Elect, Secretary, and the two at-large LIOs shall be elected from the eligible membership at the annual WLIA Conference
Terms The Chair-Elect shall be elected to a three-year term: one year as Chair-Elect, one year as Chair, and one year as Past-Chair. The Secretary and the at-large LIOs shall be elected for two-year terms with the terms of the at-large LIOs ending in alternate years.
Duties:
The Chair-Elect may be delegated by the Chair to perform the duties of the Chair in the event of the Chair’s temporary disability or absence from meetings.
The Chair shall preside at the Board of Directors Meetings, the Annual State Meeting, and other Meetings. The Chair shall, with the approval of the Board of Directors, appoint all committees and designate the respective chair. All committee chairpersons and members shall serve at the discretion of the Chair.
The Secretary shall:
• Attend and take minutes of the Board of Directors Meetings. Send out copies of minutes within 2 months after the Directors Meeting to the Board of Directors.
• Attend and take minutes of LION Meetings. Make minutes available to the membership via the LION website within 1 month of the meeting.
• Maintain an orderly, complete, and secure online file system of all the minutes and related data of the organization that is accessible by the board of directors.
Vacancies: Any vacancies that may occur on the Board by reason of death, resignation, or otherwise will be filled.
If the Chair is unable to complete their term of office, the Chair-Elect shall fill the term. If there is no Chair-Elect, a special election will be held by the remainder of the Board of Directors to fill the Chair position within 30 days of vacancy.
If the Chair-Elect is unable to complete their term of office, the seat will remain open. At the next annual WLIA conference, both a Chair and Chair-Elect shall be elected.
If the Past-Chair is unable to complete their term of office, the Chair shall, with the approval of the Board of Directors, appoint a person deemed qualified to fulfill that term.
If the Secretary is unable to complete their term of office, the Chair shall, with the approval of the Board of Directors, appoint a person deemed qualified to fulfill that term.
If an at-large LIO is unable to complete their term of office, the Chair shall, with the approval of the Board of Directors, appoint a person deemed qualified to fulfill that term.
Any board member may be removed from the board via a two-thirds vote by the board of directors at any time.
Meetings of the LION
Frequency: Meetings of LION shall be held in conjunction with the WLIA membership meetings. Meetings for the formulation of policies, receipt of reports and transactions of business shall be held annually at the WLIA Conference.
The Board of Directors may call special meetings of the organization at such time and place, as they deem necessary.
Notice of Meeting: Members of LION shall be given at least 14 days notice of each scheduled meeting via an email with an attached tentative agenda along with a post on the LION website.
Quorums
The affirmative vote of a majority of the delegates present and voting at any regular or called meeting shall be sufficient to carry any motion or resolution before the group, Board of Directors, or in a committee.
Dissolution
Dissolution must be presented in writing by the chair and read at a regular meeting of the LION. The proposed dissolution shall then be laid on the table until the next meeting, no sooner than 30 days, when it will again be read and accepted or rejected by a two-thirds majority of the members of the voting body present or who cast a vote in accordance with Article 3.
Amendments
Upon proposal by the Board, these bylaws may be amended, repealed, or altered, in whole or part, by a two-thirds majority of the votes cast by members present at any meeting of the LION or who cast a vote in accordance with Article 3.
Any proposed amendment shall be e-mailed to the last recorded address of each member at least 30 days prior to the start of voting.
